Job Purpose

The commercial function supports the design development process and the delivery and commissioning of dry and wet generation, transmission and distribution systems and networks with a specific emphasis on renewable energy as required under the utility programs, within the infrastructure realm of the Red Sea Global projects.  

 

Job Responsibilities 

 

Contract / Commercial Management 

  • Assisting with the drafting of the tender documents, agreements and contract terms required in the process. 

  • Assisting with technical and commercial reviewing and having input into the selection and appointment of suitable consultants/contractors through the tender process. 

  • Assist with the compilation and review of contract documents prior to execution. 

  • Manage all commercial aspects, including cost reporting on all aspects from design, construction, variations, claims and forecast estimates at completion. 

  • Administer contracts assigned to, including the following: 

  • receiving and responding to correspondence, 

  • recording, tracking and responding to notices, claims, etc., 

  • assisting the pursuit of each and every remedy available to protect the business position, 

  • proactively manage the change management process in accordance with TRSDC processes and procedures, as well as the mechanism set out in the concession agreement and its amendments, 

  • lead and manage the preparation of invoices, final accounts, handover certificates, and completion certificates upon completion of the relevant Project Systems. 

  • Ensuring that cost checking and evaluation of work prepared by other team members is managed effectively across the team. 

  • Management of cash flow forecasting at all stages. 

  • Lead, manage and ensure post-contract cost variances and change control processes are managed effectively and in accordance with TRSUC processes and procedures and the concession agreement. 

  • Lead and manage the evaluation of all variations, additional works, field changes, additions and omissions, and incorporation of the same with the monthly cost report. 

  • Lead, manage, establish and maintain the contract Change Log and Claims Log. 

  • Produce the monthly cost reports and present them to the commercial lead. 

  • Assist in assessing, evaluation and making recommendations related to any financial claim and providing the necessary input with regards to settling such claims. 

  • Attendance at meetings and active participation. 

  • Have knowledge of and actively participate where necessary in value engineering. 

  • Ensuring that final accounts are negotiated and agreed in a timely manner after completion of the services. 

  • When required, assist the team during negotiations, arbitration, or any other forms of dispute resolution. 

 

Quality, OH&S and Corporate Standards to Maintain quality of work by: 

  • Ensuring adherence to TRSDC Standards, Policies and Procedures. 

  • Ensuring that all activities are performed in a safe manner and comply to TRSDC’s OH&S requirements. 

  • Ensuring the relevant QA/QC procedures are followed. 

 

Job Requirements 

 

  • Bachelor’s Degree in Quantity Surveying or equivalent related field. 

  • Membership of RICS, CIOB, CIArb equivalent relevant professional institution (preferred). 

  • Minimum of (12) years of relevant experience. 

  • In depth knowledge of standard methods of measurement (SMM7, NRM, POM(I), CESMM). 

  • In depth knowledge of consultancy agreements and concession agreements 

  • High level of literacy skills in English.  

  • Demonstrable verbal and written communication skills. 

  • Excellent working knowledge of industry practices. 

  • Previous experience working in renewables and/or the utilities sectors
