Role Purpose
The Senior Manager – Fire & Rescue Awareness is responsible for leading and managing the delivery of all training and development services across Red Sea Fire & Rescue Services (RSFRS). The role focuses on developing, maintaining, and continuously enhancing training strategies aligned with the operational risk profile of Red Sea Global, while ensuring compliance with international standards and best practices.
This role also supports leadership within the Prevent & Awareness function and may deputize for the Director when required.
Key Responsibilities
Leadership and Strategy
- Deputize for the Prevent & Awareness Director when required
- Lead the development and execution of the RSFRS training strategy
- Establish and maintain strong internal and external stakeholder relationships
- Drive continuous improvement in line with international best practices
Training and Development
- Develop and implement training policies, procedures, and frameworks
- Conduct annual training needs analysis across RSFRS
- Design and deliver structured training programs, objectives, and materials
- Achieve accreditation for training facilities and programs through relevant bodies (e.g., NFPA)
- Lead the planning, design, and development of training facilities
Operational Oversight
- Maintain readiness for operational deployment under a 24/7 coverage model
- Provide operational command at Silver level during emergency incidents
- Participate in incident investigations and support root cause analysis
Performance and Governance
- Manage training department staff performance and development
- Implement systems for tracking, reporting, and evaluating training effectiveness
- Oversee contractor and supplier performance
- Ensure compliance with local and international regulations
Financial Management
- Prepare, monitor, and manage departmental OPEX and CAPEX budgets
- Ensure effective cost control and resource allocation

Requirements
Qualifications
Bachelor’s degree in a relevant field or equivalent professional qualification
Experience
- Minimum 25 years’ experience in a professional fire and rescue service
- Experience managing a training function or department
- Proven experience in developing and delivering fire and rescue training programs
Certifications
- Accredited instructor certifications across fire and rescue disciplines
- NFPA instructor certification preferred

- Proficiency in training-related IT systems
- Physically fit to perform operational instructor duties
