Senior Manager - Fire and Rescue Prevent
Job Title: Senior Manager Fire & Rescue Awareness
Job Purpose
To lead and manage the delivery of all training and development services of Red Sea Fire & Rescue. To develop, maintain, and continually adapt the developmental plan to meet the risk profile of the organization and to drive training initiatives—identifying, devising, and delivering suitable training solutions.
Job Responsibilities

Deputize in the absence of the Prevent & Awareness Director.

Collaborate with other departments and service providers to develop effective internal and external working relationships.

Develop and maintain strategic relationships with stakeholders.

Prepare an overarching training policy and procedure for endorsement by the line manager.

Keep the Prevent and Awareness Director informed of local and international regulatory changes, assisting with compliance to relevant legislation.

Select, lead, and manage training department staff to effectively deliver the training strategy, setting objectives, monitoring performance, and ensuring ongoing coaching and development.

Manage the site selection, planning, design, and construction of training facilities.

Achieve accreditation for training facilities and programs from relevant bodies to deliver nationally recognized qualifications.

Conduct a sitewide annual training and development needs analysis, creating suitable programs with clear objectives, learning outcomes, and lesson plans.

Develop and implement tools for planning, recording, and reporting all training activities, including community awareness programs.

Develop and implement quality assurance and performance measurement systems.

Continuously improve training programs and adapt as needed.

Obtain or develop training materials in various formats.

Maintain physical fitness and operational readiness to provide Silver-level incident command 24/7.

Take command during emergency incidents when required, ensuring a safe and controlled response.

Recommend purchase or hire of equipment, apparatus, personnel, and emergency supplies as needed.

Prepare, monitor, and manage training department budgets (opex and capex).

Manage performance of contractors and suppliers.

Participate in incident investigations, providing recommendations to prevent recurrence.

Collaborate effectively as part of the management team.

Perform other duties as required by the Director of Civil Defense Services.

Assist in preparing timely and accurate MIS reports in line with corporate requirements.

Job Requirements
Qualifications & Experience
-
Bachelor’s degree in a related field or equivalent professional qualification.

Experience managing a training department in a fire and rescue service.
-
Accredited instructor-level certifications in fire and rescue competencies and/or NFPA-approved instructor qualifications.
-
Proven record of researching, preparing, and delivering fire and rescue training programs.
-
At least 25 years of professional municipal fire service experience.
