Job Purpose

The Manager Fire and Rescue Technical Services will manage the technical service department alongside other managers within the Technical Services department. Oversees the establishment and operation of Red Sea Fire & Rescue technical services with the goal of providing a high standard of technical services to support and enhance the delivery of all Firefighting and rescue capabilities across all assets for Red Sea Global.

 

Job Responsibilities

  • A capable leader, with experience of leading and managing at a departmental level within an organization.
  • Experience of driving organizational change at departmental level to deliver continuous improvement.
  • Responsible and accountable to the senior manager of Technical Services, for the effective and efficient delivery of Technical Services functions.
  • Deputize in the absence of the Senior Manager of Technical Services when requested.
  • Write technical procedures, required to conduct routine business activities by RSG, consultants, designers, contractors, end users, and other stakeholders.
  • Manage the functions of the Technical Services Department at a tactical level.
  • Manage the workload to the Technical Services team.
  • Manage the daily workload and technical direction of the technical services team and for ensuring code compliance of all projects in relation to technical services.
  • Manage the Technical Services team regarding team planning, training, workload, developmental needs, and ensuring alignment with RSFRS and RSG policies and procedures.
  • Develop positive working relationships with internal and external stakeholders aimed at creating effective and efficient solutions to Technical Services challenges, including review, and upgrading of technical policies, programs, and procedures to gain alignment with RSFRS goals and standards.
  • Work with the various departments and service providers to ensure that technical services requirements are met at all the facilities throughout the lifecycle of assets.
  • Manage the technical services team in the enforcement of technical services policy, procedures, codes, and standards to minimize the loss of life, damage to property, and reputational risk in the facilities under construction, renovation, and operation.
  • Provide periodic training to the technical services staff contractors and other stakeholders.
  • Conduct field inspection of existing facilities and ongoing operations and activities to ensure compliance with applicable technical services requirements.
  • Participate in insurance surveys of RSG facilities and work with applicable departments in reviewing and addressing insurance recommendations.
  • Develop checklists for pre-commissioning, commissioning, and inspection of RSG assets
  • Assist in developing performance indicators to assist in the monitoring and management of the Technical Services department’s performance
  • Perform any functions/activities as assigned by Senior Manager of Technical Services. Roles & responsibilities will need to flex and adapt during planning/construction through to the testing and steady state phases.

 

Vehicles & Equipment

 

 

  • Ensure full compliance with all transport related legal requirements and international best practice in fleet management.
  • Maintain all transport related legal and compliance documentation.
  • Developing and implementing effective firefighting vehicles and equipment testing and maintenance policies and procedures.
  • Prepare, monitor, and manage, transport and equipment related opex and capex budgets.
  • Prepare planned preventative maintenance programmes for fire and rescue service vehicles and emergency response equipment.
  • Maintain accurate records of all maintenance, inspections, defects, and repairs conducted on all fire and rescue service vehicles and emergency response equipment.

 

Inventory Management

  • Ensure full compliance with all Inventory Management related legal requirements and international best practice in Inventory Management.
  • Maintain all Inventory Management related legal and compliance documentation.
  • Developing and implementing effective inventory management policies and procedures.
  • Ensure effective supply chain management of all fire and rescue service consumable items.
  • Maintain accurate records of all Inventory Management related activities.

 

Research and Development

  • Maintain an awareness of all developments in relation to firefighting vehicles, equipment, and emergency response operational procedures.
  • Conduct evaluations of relevant new firefighting vehicles, equipment, and operational procedures.
  • Developing and implementing effective firefighting vehicles and equipment research and development policies and procedures.
  • Maintain accurate records of all research conducted in relation to new firefighting vehicles, equipment, and operational procedures.

 

Policies, Systems, Processes, Procedures, Standards and Reports

  • Follow all relevant functional policies, processes, standard operating procedures, and instructions to ensure that work is conducted in a controlled and consistent manner.
  • Assist in the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies, and standards.

Apply safety, quality and environmental management policies, procedures, and controls to ensure employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.

Contribute to the identification of opportunities for continuous improvement of department’s systems, processes and practices considering ‘international best practice,’ improvement of business processes, cost reduction and productivity improvement.


Qualification And Experience

 

  • A degree or similar qualifications in related field or Business Administration
  • A proven and capable leader, with considerable experience of leading and managing at a departmental level within a fire and rescue service or similar organization
  • Experience of leading and delivering technical services functions in a fire and rescue service or similar organization
  • Experience of driving organizational change to deliver continuous improvement
  • Minimum of 10 years of relevant experience in a managerial position
