Job Purpose

The Manager-Prepare will manage Fire and Rescue Prepare functions alongside others in the Prepare team under the leadership of the Senior Manager of the Prepare & Support Service function.

Assists in the establishment and operation of Red Sea Fire & Rescue Prepare & Support Services team and its functions with the goal of providing a high standard of risk and resource planning functions to support and enhance the delivery of all Firefighting and rescue capabilities across all assets for Red Sea Global.

 

Job Responsibilities

  • A proven and capable manager, with considerable experience of managing at a departmental level within an organization.
  • Experience of driving organizational change at departmental level to deliver continuous improvement.
  • Responsible and accountable to Senior Manager of Prepare and Support Services, for the effective and efficient delivery of all Prepare functions.
  • Prepare representative on The Red Sea Fire and Rescue Service, Prepare and Support Services Management Team.
  • Manage Prepare databases and Mailboxes enquires to ensure effective responses.
  • Deputize in the absence of the Senior Manager of Prepare and Support Services when requested.
  • Supervise the functions of the Prepare Department at a tactical level.
  • Review and distribute the workload to the Prepare team periodically.
  • Take responsibility for the daily workload and direction of the Prepare team.
  • Supervise the Prepare team regarding team planning, training, workload, developmental needs, and ensuring alignment with RSFRS and RSG policies and procedures.
  • Develop positive working relationships with internal and external stakeholders aimed at creating effective and efficient solutions to Prepare challenges, including review, and upgrading of risk and contingency policies, operational policies, and procedures to gain alignment with RSFRS goals and standards.
  • Represent RSFRS and RSG at local risk, contingency, and operational policy programs.
  • Developing performance indicators to assist in the monitoring and management of the Prepare department’s performance.
  • Perform any functions/activities as assigned by Director of Prepare and Support Services. Roles & responsibilities will need to flex and adapt during planning/construction through to the testing and steady state phases.

 

Risk planning & horizon scanning

  • Assist in identifying all the risks to life, property and the environment from fire and other emergencies within Red Sea Global assets.
  • Assist in developing risk profiles to graphically illustrate the distinct levels of risk across Red Sea Global assets.
  • To work closely with the risk and resilience department in Riyadh, and on site, to ensure a seamless approach to risk management, resilience, and business continuity.
  • Ensure RSG destinations’ emergency arrangements are comprehensive and meet best practice by keeping up to date on new developments in RSG, industry best practice and continuous professional development of own skills and knowledge.

Contingency & Emergency planning

  • To ensure Red Sea Global (RSG) destinations are adequately prepared for any emergency or crisis it could encounter.
  • Working closely with other relevant departments of Red Sea Global to develop emergency response plans for all identified potential emergencies and specific events occurring within the RSG assets.
  • To ensure that Red Sea Global destinations have a properly prepared and practiced site-specific Major Emergency Plan that takes account of all occurrences likely to be encountered.
  • Create, manage, test, maintain and improve site and asset specific emergency response plans considering the stage of development of those assets and availability and competence of resources from all emergency services.
  • To assist the Senior Manager in supporting silver and gold level managers (the Executive Team and Heads of Division/Departments) to; -
    • guide them to fulfil their commitment to the Emergency Management arrangements.
    • give them emergency/crisis management advice and guidance during a crisis.
    • advise and train them on their overall response responsibilities and coach them on developing their individual team arrangements to meet them.
  • Manage cross-site working groups at a management level to resolve significant issues with overall emergency planning, mitigation, and response.

Exercising & Testing

  • To function as a reference point for best practice in major emergency management at RSG destinations based on knowledge, global standards, RSG procedures and previous experience.
  • Ensure suitable arrangements are in place at all levels of destination-based management and that sufficient training and coaching has taken place to enable all levels of management to perform their duties correctly during a Major Emergency.
  • Regularly evaluate the response capability and coordination of emergency service and support service teams, informing individual service managers of any deficiencies identified. This includes the planning of realistic scenarios, simulating an emergency, assessing the response when exercises and drills take place, publishing reports and corrective actions and following up to ensure they are completed.
  • To co-ordinate the actions of the Business Resilience Silver Group to ensure the emergency management plan is properly implemented and resourced at site and that responsible staff are adequately trained to mount an efficient response.
  • Coordinate and manage entire site Emergency Simulation Exercises to train and evaluate the ability of all levels of RSG management to work together in response to a crisis.

Operational policies

  • To work with the other Red Sea Fire and Rescue directorates to create a suite of simple, effective, and compliant operational policies.
  • To provide organizational oversight on all operational policies ensuring that they reflect best practice and changes to risk profiles locally and internationally.

Policies, Systems, Processes, Procedures, Standards and Reports

  • Follow all relevant functional policies, processes, standard operating procedures, and instructions to ensure that work is carried out in a controlled and consistent manner.
  • Assist in the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies, and standards.

 

Safety, Quality & Environment

  • Apply safety, quality and environmental management policies, procedures, and controls to ensure employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.

Continuous Improvement  

  • Contribute to the identification of opportunities for continuous improvement of department’s systems, processes and practices considering ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.

 

Qualification and Experience

  • Bachelor’s Degree in related field or Business Administration
  • A proven and capable manager, with considerable experience of managing at a department level within a fire and rescue service, or similar organization.
  • Experience of managing and delivering the prepare functions in a fire and rescue service or similar organization.
  • Experience of driving organizational change to deliver continuous improvement.
  • Minimum of 10 years of relevant experience in a managerial position in a fire and rescue service, or similar organization.
