Job Purpose 

Lead the successful execution of PPP power and water infrastructure by providing leadership to the RSG Delivery Oversight team undertaking project management, contract management, site interface and coordination management and technical leadership. Oversee the planning, engineering, construction and testing, commissioning, and handover to operations department.

Job Responsibilities 

  • Provide total leadership for the delivery (execution stage) of PPP infrastructure packages through the entire project cycle from post-award to mobilization and operation.
  • Ensure the on-time delivery of the packages ensuring the expected minimum functional specification of the systems.
  • Effectively manage the relationship with the Project Co and its partners. Act as the bridge between the Project Co and other RSG internal and external stakeholders.
  • Contract management of UCA and ensure full obligations the utilities concession agreement are met by the Project Co and its partners • Effectively manage the weekly and monthly progress meetings with the Project Co.
  • Manage the coordination, compiling and delivery of site activity weekly and monthly reports. • Lead the RSG delivery oversight team (7-10 members) and specialist technical advisor team providing support at various stages of the project execution.
  • Full responsibility for effective management and communication of technical and delivery risks.
  • Ensure delivery of the packages in compliance with RSG technical regulations, national standards, local regulations and international best practice for Health, Safety, Environment and Sustainability requirements. • Ensure timely management of the review and where required approval of the Project Co submissions/deliverables.
  • Take ownership of the site and interface coordination of Project Co works with RSG packages and ensure effectively managing the interfaces in a timely manner. • Oversee the management and coordination with local/utility authorities, third parties and other key stakeholders in regard to permits and licenses etc.
  • Manage the project management and construction management team overseeing the delivery of the packages.
  • Take ownership for the collaboration with other RSG Business Streams. • Ensure the project aligns with the overall RSG vision and objective.
  • Take full accountability for the projects alignments with the RSG sustainability objectives, e.g. net zero carbon development, low impact infrastructure systems, etc. • Contribute to achieving the infrastructure department KPIs. • Keeping abreast of and advising on latest technologies, innovations, and industry best practices for the delivery of infrastructure projects.

  • Follow all relevant functional policies, processes, standard operating procedures, and instructions to ensure that work is carried out in a controlled and consistent manner.
  • Assist in the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies, and standards.
  • Leading the alignment of infrastructure strategies with key stakeholders.

  • Apply safety, quality and environmental management policies, procedures, and controls to ensure employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.

Continuous Improvement

  • Contribute to the identification of opportunities for continuous improvement of department’s systems, processes and practices considering ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.

 

Job Requirements 

Minimum bachelor’s degree in engineering discipline is required. MBA or higher education preferred.

  • • Extensive experience in the development of power and water infrastructure covering most of the below:

- Renewable energy systems such as PV, Wind and BESS. Other conventional power systems such ICE generation plants.

- Power transmission systems such as bulk supply point and primary substations.

- Water facilities such as RO plants, storage farm and pipeline transmission system.

- Wastewater treatment plants and sewage transmission systems

  • Minimum 25-year overall relevant experience, with at least 10 year spent in a project leadership role. • Experience with a utilities developer organization or consultants directly overseeing the execution of complex utilities infrastructure projects.
  • KSA experience is strongly preferred, 10 years Middle East experience is a must.
  • Demonstrable experience in latest power generation systems and technologies and understanding control systems.
  •  Minimum 5 years experience working on the execution of PPP type contracts.
