Associate Director - Wet Utilities Distribution Networks
Job Purpose:
To assist, oversee and direct the delivery progress of the wet utilities’ programs for distribution system networks with a specific emphasis on sustainable infrastructure including potable water, sewage, treated sewage effluent (TSE) and waste management collection and transportation within the infrastructure realm of the Red Sea Global projects.
Plan and manage the scope of work for projects in the design and implementation phases of the BOOT/ PPP and the Design & Build projects and ensure that works are executed as agreed in terms of quality, standards, materials, schedule and cost in order to meet The Red Sea Utility Company’s (RSUC) and RSG business objectives and requirements.
Job Responsibilities:
Strategic Contribution

Contribute to the development and implementation of the annual business plan, and target and implement the strategic agenda of the RSUC Technical Survives function to deliver RSUC’s and RSG vision and mission.

Develop and implement strategic plans and functional roadmaps for the distribution of wet utility initiatives aligned to RSUC goals

Ensure that the wet utilities distribution networks strategy is translated into operational business plans for the RSUC Technical Services function and monitor the performance and execution of those plans to achieve functional objectives and deliver the company’s strategy.

Provide direction to the wet utilities distribution networks team , fostering a culture of collaboration, innovation and continuous improvement
Wet Utilities Technical Services (Distribution Networks ) – Responsibilities

Manage the design, construction and testing and commissioning teams
-
Manage the preparation of the employer requirements, tender documents, minimum functional specifications for the technical advisors, engineering consultant, independent engineers, design & build contractors, and the Public Private Partnership (PPP), and contribute to initiating the bidding process.

Manage and supervise the assessment of the technical bids and lead the selection and appointment of a suitable engineering consultants, technical advisory consultants, independent engineers, design & build contractors, and PPP consortia / project companies.

Manage the engineering design and the development and delivery the wet utility transmission and distribution utility networks and waste management collection.

Develop detailed delivery schedules where the technical services and engineering managers define design, construction, testing and commissioning phases road map and ensuring that time and cost are managed effectively and efficiently.

Reviewing the project design and ensure that the required technical details are obtained from the relevant functions to clarify technical aspects and materials used in the project and provide inputs to contribute towards cost planning.

Ensure the consultants and the contractors have obtained the requisite permits from the relevant authorities before the wet utilities’ plans are finalized, tenders are issued to bidders, and the contractors commenced construction works on site.

Ensure the progress of the engineering design and construction works to ensure the design and construction is being carried out as per the approved plans and in compliance with the contract requirements.

Asist in the decision of critical issues during the engineering design and the construction phases, verifying claims for extra work, and coordinating with the other RSUC and RSSG functions where necessary.

Monitoring the commissioning and testing including the 3rd party testing, startup test, trail run tests, performance tests, reliability tests, annual capacity tests and ensure that all major/ main systems and sub systems for the wet utilities are meeting the technical, functional specifications and the contractual requirements prior to issuing the acceptance certificates for the wet utilities projects.

Ensure all documents including engineering and technical studies, engineering design reports, drawings and manuals, and operational & maintenance plans are obtained from consultants/ technical advisors, contractors, and PPP companies.

Manage the review of the Technical Advisors and the Independent Engineers reports and submittals.

Provide technical support to other RSUC functions including the Technology Utilities & Metering, Operations, New Developments and Commercial Services.

Review the progress of projects along with the cost management and the planning management teams, and monitor and control projects against budgeted costs, quality, and schedule to ensure that the project specifications are aligned with tender documents.

Manage relationships with the consultants and subconsultants, plan upcoming works, oversee the quality of work, and recommend appropriate measures to ensure that project delivery date and technical requirements are met.

Manage the identification, assessment, and mitigation of different aspects of risks presented on the project to create preventative risk methods and avoid potential delays and added cost.

Contribute to the preparation of the functional budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are
identified, and potential performance improvement opportunities are capitalized upon. -
Contributes to the preparation of accurate and timely statements and reports to meet corporate and functional requirements, policy and standards.
Leadership & People Management

Manage the activities of the projects and the wet utility transmission and distribution networks technical services team to ensure that all work is carried out efficiently in line with the strategic plans, policy, and procedures.

Assist in building and motivating a competent team by setting priorities and objectives, managing performances, and providing ongoing feedback and coaching to meet the functional challenges and goals.

Serve as a role model to ensure employees’ awareness and commitment to RSUC’s and RSG’s vision, mission, values, fundamentals, and corporate strategy to establish a highly engaged and motivated human resources and continuously improve performance.

Ensure preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies, and standards.
Risk Management

Identify different aspects of risk pertaining to distribution of dry utilities within technical services function and develop mitigation measures to negate or minimize the effect of these risks and avoid potential delays as well as added cost

Ensure decisions are made in accordance with ERM policy and guidelines

Implement and enforce processes to ensure compliance of systems & infrastructure specific to distribution of dry utilities with regulatory requirements
Continuous Improvement

Contribute to the identification of opportunities for continuous improvement of the RSUC dry utilities distribution function’s systems, processes and practices considering international best practice, business process improvement, cost reduction and productivity improvement.

Implement new & advanced technologies around distribution of dry utilities to enhance reliability and efficiency of the utility services provided
Qualification & Experience:
-
Bachelor's or master's degree in mechanical, chemical, environmental, civil engineering or any related field
-
Minimum of 12-15 years of relevant experience with 3 years in a managerial position, preferably large sustainable infrastructure utilities project.
-
Experience in KSA and GCC countries.
-
Knowledge and experience in smart sustainable utilities infrastructure (preferred).
