Assistant Fire Commissioner
About the job
Strategic leader and director of a team of fire engineers and inspecting officers to administer all fire protection systems to ensure compliance with SBC, IBC, NFPA, and other applicable local and international codes and standards.
Act as the Lead Fire Protection Engineer for all matters related to Fire Protection Engineering and change management, including Fire and Life Safety Design reviews, sitewide.
Manage the inspection and auditing team for sitewide fire protection engineering and life safety systems in the built environment, including active and passive fixed fire protection testing, inspection, and commissioning to maintain the functionality of these systems year-round.
Lead the technical specification team in terms of fleet specifications, planning, and allocation within the department.
Act as an experienced emergency operational response officer capable of assuming Operational Command at Gold or Silver level.
Job Responsibilities:
Strategic Contribution
- Assist with preparing and implementing the fire protection department's strategy to support executing the fire inspection, technical spec, and engineering department's strategic agenda and deliver the fire and rescue vision and mission.
- Ensure that the fire protection strategy is translated into operational business plans for the fire and rescue function. Monitor the performance and execution of those plans to achieve functional objectives and deliver the company’s strategy.
- Develop and maintain a strategic relationship with the Authority Having Jurisdiction (or their representatives) to progress the interests of life and fire safety on behalf of fire and rescue.
Leadership
- Coordinate the activities of the Fire Protection team to ensure that all work is carried out efficiently, in line with the strategic project management plans, policies, and procedures.
- Manage the Fire Protection team by setting priorities and objectives, managing performance, and providing ongoing feedback and coaching to meet the functional challenges and goals.
- Serve as a role model to ensure employees’ awareness and commitment to Fire Protection vision, mission, values, fundamentals, and corporate strategy to establish highly engaged and motivated human resources, and continuously improve performance.
Budget
- Contribute to the preparation of the functional budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential performance improvement opportunities are capitalized upon.
Health and Safety
- Participate in reviewing the plan for Fire Protection strategies and liaise with legal departments and external affairs as required.
- Assist in developing, reviewing, and implementing related fire and loss prevention policies and procedures following local and international requirements.
- Support in developing and implementing the standard operating procedures, and review design requirements for the fire protection department.
- Oversees the development, implementation, maintenance, and continual improvement of the fire protection engineering and fixed fire systems strategy and process.
- Be available for deployment following the RSFRT operational rota to provide operational command at gold or silver level 24 hours a day, every day of the calendar year.
- Take Command, when required, in the event of an emergency incident to ensure a safe, effective, and controlled response.
- Provide representatives to participate in incident fire investigations when required
- Technical advisor in the area of fire protection, evaluating the need for and make recommendations to upper management for the purchase/hire of new equipment, apparatus, and emergency supplies when needed.
- Keep the organization updated with Local and International regulatory changes and assist with compliance to the applicable H&S legislations.
- Provide technical support and fire safety review during the safety design process.
- Participate in meetings or provide support as required to ensure a fully informed and active cross-functional health and safety committee.
- Enforce policies relating to health and safety rules and practices in the workplace and in all facilities.
- Perform other duties as may be assigned.
Policies, Systems, Processes, Procedures, Standards and Reports
- Follow all relevant functional policies, processes, standard operating procedures and instructions to ensure that work is carried out in a controlled and consistent manner.
- Assist in the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies and standards.
- Assist in developing the KPIs for the department

Apply safety, quality and environmental management policies, procedures and controls to ensure employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude.
Continuous Improvement
Contribute to identifying opportunities for continuous improvement of Health and Safety function’s systems, processes and practices considering ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.
Job Requirements
- Master’s degree in Fire Protection Engineering or related field
- PMP
- PE from the Saudi Council of Engineers
- Minimum of 20 years of relevant experience in a similar position and 3 years of experience in a managerial position in the country.
