Job Purpose:
Responsible for ensuring accuracy and reliability of metering systems deployed for providing off-grid dry & wet utility services to the customers of TRSUC. This role shall oversee all the aspects related to customer metering activities including operations, maintenance, innovation, asset management, agreements, compliance with regulations and development of all metering related equipment (e.g. Utility Meters, Smart meters and others). The role will work closely with the Utility Operations Team together with the asset owners, where the metering equipment (e.g. Utility Meters, Smart meters etc.) are located.
Job Responsibilities:
Strategic Contribution:
- Develop functional strategies & roadmap for overall management and implementation of a range of metering equipments (such as Utilty meters, Smart meters etc.) across the destination
- Ensure project Implementation is aligned with the RSG’s project timeline and meets all the requirements of the business owners and stakeholders
- Explore and implement new & advanced metering technologies to enhance accuracy and efficiency of the utility services provided Implement and enforce processes to ensure compliance of metering systems with regulatory requirements
- Collaborate with other departments such as finance, operations, and IT to ensure the seamless integration of metering activities with overall business operations
- Functional Responsibilities Oversee the installation, maintenance, and calibration of utility / smart meters across TRSUC customer base Utilize metering data to analyze consumption patterns and identify opportunities for efficiency improvements
- Establish key performance indicators (KPIs) for metering operations
- Collaborate with customer service teams to address metering-related inquiries and concerns from customers
- Develop & implement measures to detect and prevent electricity and water theft or metering tampering
- Collaborate with other internal departments such as commercial, operations etc. to ensure the seamless integration of metering activities with overall business operations
- Develop metering procurement frameworks for the organization and manage procurement activities
Functional Responsibilities :

Oversee the issuance, installation, maintenance, calibration, commissioning & configuration of utility / smart meters across TRSUC customer base followed by updating of meter data management system (MDMS) and meter registration.

Ensure manual updates to the MDMS are conducted accurately in instances where the remote metering process is unsuccessful.

Manage the scheduled and on-demand meter read (Remotely) process, oversee the integration of meter data into the HES, and coordinate the transfer of data from HES to MDMS and relevant systems or parties.

Utilize metering data to analyze consumption patterns and identify opportunities for efficiency improvements.

Establish key performance indicators (KPIs) for metering operations.

Collaborate with customer service teams to address metering-related inquiries and concerns from customers.

Develop & implement measures to detect and prevent electricity and water theft or meter tampering.

Collaborate with other internal departments such as commercial, operations etc. to ensure the seamless integration of metering activities with overall business operations.

Collaborate with RSG Engineering team & support in creating master plan for mass meter deployment by providing necessary meter specification inputs (regarding design, load, no. of meters etc.) as well as support in issuing RFP for meter supplier by providing necessary meter related inputs

Develop metering procurement frameworks for the organization and manage procurement activities.
- Manage end to end advanced metering infrastructure (AMI) deployment including development of AMI deployment strategy, conduct of technology suitability evaluation, creating in-field and AMI infrastructure design, conducting pilot, assessing roll out readiness & monitoring rollout performance.
- Facilitate the monitoring and troubleshooting of meter maintenance issues, coordinate work order processes, and manage procurement requests for meter maintenance
- Manage the operational response to metering alarms, facilitate the issuance of work orders, and supervise field inspections to ensure timely restoration of meter connectivity.
- Manage the firmware update approval process, oversee the HES operations for firmware transfers to meters, handle responses from meters, and manage updates to records for both successful and manual firmware updates.
- Coordinate the technician assignments for meter disconnections and removals and manage the data flow to the AMI and MDMS systems, ensuring CIS is informed of all disconnections.

Manage the meter replacement process by creating work orders for site inspections, preparing replacement plans, raising meter requisitions, activating supply, and ensuring system updates are pushed to MDMS and the asset register is updated, followed by customer notification.

Ensure the review process for the MSW (Municipal Solid Waste) collection schedule from MRS, supervise compliance monitoring, direct segregated waste collection operations, and verify data integrity.
Risk Management:

Identify different aspects of risk associated with metering and develop mitigation measures to negate or minimize the effect of these risks.

Ensure decisions are made in accordance with ERM policy and guidelines.
Leadership and People Management :
- Coordinate the activities of the system integration team to ensure that all work is carried out efficiently, in line with the strategic project management plans, policies and procedures.
- Manage the team by setting priorities and objectives, managing performances, and providing ongoing feedback and coaching to meet the functional challenges and goals.
- Serve as a role model to ensure employees’ awareness and commitment to RSG vision, mission, values, fundamentals, and corporate strategy to establish a highly engaged and motivated human resources, and continuously improve performance
Policies, Systems, Processes, Procedures, Standards and Reports
- Follow all relevant functional policies, processes, standard operating procedures, and instructions to ensure that work is carried out in a controlled and consistent manner.
- Maintain relevant functional logs and documentation across the department and provide regular statistical reports / MIS on metering to the senior management team.
- Assist in the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies, and standards.

Qualification & Experience:
- Bachelor’s degree in Electrical/ Electronics/Mechanical/Telecommunication engineering, Information with Technology, or a related field
- Minimum of 8-12 years of relevant experience in metering operations and management within the electricity & water distribution sector with at least one 3-5 years as project lead/manager
- Deep understanding of field utility operations
