Job Description
The Sr. Business Development Manager post is a senior management post within C3 and the post-holder will develop the organisations’ corporate business strategy in partnership with internal and external stakeholders. The post-holder will also seek opportunities to grow our business, expand services beyond current client groups, innovate, extend and enhance how we deliver care and support. In conjunction with the Executive Director, the post holder will be responsible for the development and effective evolution of the Business Development section. The Sr. Business Development Manager will represent the team at meetings, planning events and within internal and external partnerships for C3.
Job Responsibilities:
- Manage tender and speculative deadlines and ensure their delivery
- Actively involved in the planning and presenting of tender documents, ensuring high quality bid writing
- Oversee the management and co-ordination of tender interviews, and facilitate the post-tender debriefing in consultation with the Executive Director
- Evaluate the feedback from tender responses, and facilitate the learning from this within the section.
- Ensure the co-ordination of necessary support to assist the organisation to gain accreditation with local entities such as PIF and ARAMCO.
- Ensure that C3 maintains up to date reference materials.
- To build up intelligence and data relating to our market.
- Keep up-to-date with KSA/UAE planning strategies and documents in order to identify opportunities for development within the area.
- Work closely with colleagues in Operations to ensure that new business opportunities identified fit with their strategic plans
- Actively participate in project management and evaluation of projects at key milestones in their life cycle.
- Identify and assist colleagues to focus on the management of new projects for an agreed period, to bring those projects through implementation to an operational status.
- Successfully risk manage all projects within the remit of the post holder.
- Identify the core requirements of all projects, in keeping with the values of the organisation but in particular: The financial framework within which new projects are to be managed.The health and safety implications of new ventures and present solutions based on sound risk assessments. Liaise with colleagues to implement Quality Management systems. Establish a network of contacts, develop and continuously improve the customer base and relationships to ensure objects and priorities are delivered in a quality environment.
- Manage a range of resources, including Finance and Administration, to meet organisational demands.
- To contribute to budget setting in conjunction with the Executive Director
- To manage and monitor allocated budgets for the area, identifying and implementing corrective strategies, where required.
- To ensure financial policies and procedures are adhered to.
- To effectively manage and deploy all resources in order to meet service demands.
- To participate in national conferences and events or other work-related activities, as required.
- To undertake other duties as may be required by the Executive Director
- Produce a monthly report for the Executive Director detailing your work stream, progress and actions.

Position Requirements
Qualifications:
- Bachelor’s degree in Civil Engineering, Construction Management, Business Administration, or a related field (MBA or PMP certification is a plus).
- In-depth knowledge of the construction industry, including infrastructure, residential, commercial, and/or industrial sectors.
- Strong understanding of tendering processes, government regulations, bid preparation, and contract negotiation.
- Proficiency in CRM tools, project management software (e.g., Procore, MS Project), and MS Office Suite.
- Excellent leadership, negotiation, and relationship management skills.
- Strong financial and commercial acumen, with the ability to analyze project feasibility and ROI.
Experience:
- 13 –15 years of progressive experience in business development within the construction industry, including 5 – 7 years in a senior or managerial capacity.
- Proven track record of securing large-scale construction projects through government and private sector tenders.
- Extensive experience in identifying and developing new business opportunities in infrastructure, real estate development, EPC, or design-build projects.
- Built and maintained strong relationships with clients, consultants, contractors, and public sector officials.
- Successfully led proposal development, RFP responses, and contract negotiations for multimillion-dollar projects.
- Coordinated closely with estimating, engineering, and project management teams to align bids with operational capabilities.
- Familiarity with regulatory and compliance frameworks relevant to construction projects.
- Experience expanding business into new markets or regions, contributing to long-term growth strategies.
