Job Purpose

To lead an overall Project / Program of works, through all stages, providing strategic leadership and guidance in ensuring the overall project visions and goals of TRSDC are adequately communicated and achieved. Provide leadership and direction to the project team to ensure that the works are executed by the various consultants and contractors in line with the requirements of the Contracts and the overall vision of TRSDC. Take responsibility for all aspects of Time, Cost, Quality, Health, safety and Environmental Management on a Project / Program, ensuring compliance with all appropriate TRSDC plans, procedures, metrics, business objectives and other requirements. Coordinate and collaborate with the designated Construction Director who (reporting to the Executive Director – Construction) shall lead the planning and execution of physical construction works on the project / program site.

Job Responsibilities - Leadership

Strategic Contribution 
• Direct the implementation of the annual business plan and targets and implement the strategic agenda of the Project Delivery function to deliver the overall TRSDC vision and mission. 
• Ensure that the strategy is translated into operational business plans for all project management aspects and monitor the performance and execution of those plans in order to achieve functional objectives and deliver the company’s strategy. 

Leadership 
• Direct the activities of the Project / Program team to ensure that all work is carried out efficiently, in line with the strategic Project, Construction and other Management plans, policies and procedures.
• Build and lead a motivated, engaged and competent team, by establishing a clear set of roles and responsibilities, setting goals, targets, priorities and objectives, managing performance, and providing ongoing feedback and coaching to meet the organizational functions’ challenges and goals. 
• Serve as a role model to ensure employees’ awareness and commitment to TRSDC vision, mission, values, fundamentals and strategy to establish a highly engaged and motivated team, and continuously improve performance. 

Budget 
• Understand in detail the project budget for the relevant program / project and monitor financial performance against that budget so that the business is aware of anticipated costs. Ensure any areas of unsatisfactory performance or risk are identified, and potential performance improvement / mitigation opportunities are identified and implemented to negate or minimize impact.

Job Responsibilities - Functional

Project Management 
• Ensure the development, communication and implementation of the various TRSDC Policies, procedures and processes, to all members of the team, and check to ensure compliance with the same. 
• Develop project-specific team Roles and Responsibilities and Accountabilities for the team and ensure these are clear and communicated, to cover all critical activities. 
• Ensure appropriate communication with other TRSDC departments, such that the various departmental coals and requirements are considered and achieved. 
• Develop a detailed deliverable schedule for the various consultants and contractors on the project / program in order to ensure that projects are safely and successfully planned, delivered and managed, considering all aspects of time, cost, quality, health, safety and environment. 
• Review and study detailed project design and obtain relevant details from the relevant functions to clarify technical aspects and material used in the project and provide inputs to contribute towards cost planning and overall project execution. 
• Monitor projects progress continuously to ensure the project implementation is progressing as per plan and in compliance with the various contract documents and overall project requirements. 
• Review the progress of projects with the help of the Senior Cost and Planning Manager through monitoring and controlling projects against budgeted costs, quality, timelines, the standard of contractors and consultants, in order to ensure that the project specifications are aligned with TRSDC standards. 
• Manage relationships with consultants, contractors and sub-contractors, discuss upcoming works, quality of work, and recommend appropriate construction materials, to ensure that project delivery date and specs are respected. 
• Provide technical assistance to other stakeholders when needed. Bidding 
• With the Executive Director Construction, develop an appropriate construction packaging strategy for the project / program, for agreement with the CPDO. 
• Identify the potential long list of bidders and, through a robust prequalification process, identify and select an appropriate short list of capable and qualified bidders. 
• Working with the Commercial / procurement teams, provide all necessary technical support in the development of robust and coordinated tender documentation for the various packages and support in the technical evaluation of proposals received. 
• Engage in final negotiations with bidders to ensure full technical compliance with the requirements of the contract and TRSDC’s overall vision and goals. Risk Management 
• Direct the identification and management of different aspects of risk presented on a project coming from contractors or consultants, materials quality and standards, procurement cost to create preventative risk methods and avoid all delays and eventually added cost. 
• Where risks are encountered, ensure the development and implementation of mitigation measures to negate or minimize the effect of those risks.

• Follow all relevant functional policies, processes, standard operating procedures and instructions to ensure that work is carried out in a controlled and consistent manner.
• Assist in the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies and standards.

Safety, Quality and Environment
• Apply safety, quality and environmental management policies, procedures and controls to ensure employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.

Continuous Improvement
• Contribute to the identification of opportunities for continuous improvement of the department's systems, processes and practices considering ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.

Executive Director Construction, Other ED’s and Senior stakeholders, HSE, Contract, Commercial, Planning, HR and other Managers as appropriate

Service providers, vendors, consultants, subcontractors and contractors.

Job Requirements - Qualification & Experience

  • University degree in Engineering or project management or any related field. 
  • Minimum 20-25 years of relevant experience with 4 years in a senior managerial position preferably in project management and site environment.
  • Experience delivering a major project from start to completion - Major hospitality projects or Major buildings or mixed used developments having worked for a top tier Contractor or global consultant is a must
