Job Purpose:

Responsible for leading & managing all aspects of dry utilities within RSUC in terms of the design, delivery and commissioning of generation, transmission and distribution power systems and networks with a specific emphasis on renewable energy resources as required under the utility programs, within the infrastructure realm of the Red Sea Global (RSG) projects. This role shall involve overseeing preparation of specifications, calculations, evaluations, design documents, cost estimates, and budgets associated with the planning, design, permitting, construction, transmission & distribution of dry utility systems. In addition, he/she will be directing and overseeing the delivery of the District Cooling plants and the associated cooling networks infrastructure. 

Plan and manage the scope of work for projects pertaining to dry utilities in design and implementation phases of the BOOT/ PPP and the Design & Build projects and ensuring that works are executed as agreed in terms of quality, standards, materials, schedule and cost to meet The Red Sea Utility Company’s (RSUC) and RSG business objectives and requirements. 

 

Job Responsibilities:

 

Strategic Contribution 

  • Contribute to the development and implementation of the annual business plan, and target and implement the strategic agenda of the TRSUC Technical Services function to deliver TRSUC’s and RSG vision and mission. 

  • Develop functional strategies & roadmaps for overall management of dry utilities (including generation, transmission & distribution) within technical services function  

  • Ensure that the dry utilities strategy is translated into operational business plans for the TRSUC Technical Services function and monitor the performance and execution of those plans to achieve functional objectives and deliver the company’s strategy 

  • Ensure new & advanced technologies around dry utilities is incorporated to enhance reliability and efficiency of the utility services provided 

  • Implement and enforce processes to ensure compliance of dry utility systems & infrastructure with regulatory requirements 

 

Functional Responsibilities 

  • Provide technical leadership & guidance to teams involved in dry utilities design, construction, testing and commissioning projects 

  • Supervise & manage the preparation of the employer requirements, tender documents, scope demarcation for the technical advisors, engineering consultants, independent engineers, design & build contractors, and the Public Private Partnership (PPP), and contribute to initiating the bidding process with regards to dry utilities 

  • Develop & assess the technical bids pertaining to dry utilities and lead the selection and appointment of a suitable engineering consultants, technical advisory consultants, independent engineers, design & build contractors, and PPP consortia / project companies 

  • Manage the overall engineering design development and delivery of the dry utilities for generation, transmission and distribution power systems and networks including district cooling plant infrastructure systems and cooling networks 

  • Develop detailed delivery schedules where the technical services and engineering managers define design, construction, testing and commissioning phases road map for dry utilities and ensure that time and cost are managed effectively and efficiently. 

  • Ensure all required technical details required during the project design stage within dry utilities segment are obtained from the relevant functions to clarify technical aspects during the and materials used in the project and provide inputs to contribute towards cost planning. 

  • Ensure the consultants and the contractors have obtained the requisite permits from the relevant authorities before the dry utilities’ plans are finalized, tenders are issued to bidders, and the contractors commenced construction works on site.  

  • Manage the progress of the engineering design and construction works to ensure the design and construction is being carried out as per the approved plans and in compliance with the contract requirements. 

  • Make decisions on critical issues during the engineering design and the construction phases, verifying claims for extra work, and coordinating with the other TRSUC and RSSG functions where necessary. 

  • Oversee the commissioning and testing including the 3rd party testing, startup test, trail run tests, performance tests, reliability tests, annual capacity tests and ensure that all major/ main systems and sub systems for the Dry utilities are meeting the technical and functional specifications and the contractual requirements prior to issuing the acceptance certificates for the Dry utilities projects.    

  • Ensure all documents including engineering and technical studies, engineering design reports, drawings and manuals, and operational & maintenance plans are obtained from consultants/ technical advisors, contractors, and PPP companies.  

  • Manage & review the Technical Advisors and the Independent Engineers reports and submittals. 

  • Provide technical support around dry utilities to other TRSUC functions including the Technology Utilities & Metering, Operations, Commercial Services & others 

  • Monitor the progress of projects within the dry utilities along with the cost management and planning management teams, and monitor and control projects against budgeted costs, quality, and schedule to ensure that the project specifications are aligned with tender documents. 

  • Develop plans for upcoming works within specific projects under dry utilities, monitor the quality of work, and recommend appropriate design materials specifications to ensure that project delivery date and parameters are met. 

  • Contribute to the preparation of the functional budget and monitor financial performance versus the budget 
    so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are   
    identified, and potential performance improvement opportunities are capitalized upon. 

 

Leadership and People Management 

  • Direct the activities of the project and the dry utilities technical services team to ensure that all work is carried out efficiently in line with the strategic project management plans, policies, and procedures. 

  • Build and lead a motivated, engaged, and competent team by setting priorities and objectives, managing performances, and providing ongoing feedback and coaching to meet the functional challenges and goals.   

  • Serve as a role model to ensure employees’ awareness and commitment to TRSUC’s and RSG’s vision, mission, values, fundamentals, and corporate strategy to establish a highly engaged and motivated human resources and continuously improve performance. 

  • Provide development opportunities to maximize potential and engagement of employees through mentoring, coaching and constructive feedback. 

  • Contribute to the identification of the respective employees’ training and developmental needs and bridge the knowledge gaps to ensure continuous progression and high-level of competence within the team. 

 

Policy, Systems, Processes, Procedures, Standards and Reports 

  • Develop all relevant corporate functional policies, processes, standard operating procedures, and instructions & ensure adherence towards the same so that work is carried out in a controlled and consistent manner. 

  • Ensure preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies, and standards. 

 

Risk Management 

  • Identify different aspects of risk pertaining to dry utilities within technical services function and develop mitigation measures to negate or minimize the effect of these risks and avoid potential delays as well as added cost 

  • Ensure decisions are made in accordance with ERM policy and guidelines 

  • Report regularly on the key business risks to the management 

 

Safety, Quality & Environment 

  • Apply safety, quality and environmental management policy, procedures, and controls to ensure employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude. 

  • Stay updated on relevant environmental and safety regulations and integrate them into processes 

 

Continuous Improvement   

  • Contribute to the identification of opportunities for continuous improvement of the TRSUC dry utilities technical services function’s systems, processes and practices considering international best practice, business process improvement, cost reduction and productivity improvement. 

 

Qualification & Experience:

  • Batchelor’s or Master’s degree in electrical, mechanical, civil, chemical, industrial engineering, or related field 

  • Minimum of 15-20 years of relevant experience with 5 years in a managerial position preferably large sustainable infrastructure dry utilities project.  

  • Experience in KSA and GCC countries.  

  • Knowledge and experience in smart sustainable dry utilities infrastructure (preferred).
