Director - Construction

Job Purpose

To lead the Program level Construction Management (CM) function in the achievement of  RSGs Vision and Goals by: planning, developing and building an appropriate CM team; providing leadership to employees; overseeing the successful delivery of the RSG CM scope of work for various projects; ensuring project execution is professionally controlled and executed by the selected Contractors; and monitoring project delivery and contractor performance against established Contractual and overall Project criteria for Time, Cost, Quality, Health, Safety and Environmental Management.

Job Responsibilities - Leadership

Strategic Contribution 
• Direct the implementation of the annual business plan and targets and implement the strategic agenda of the Construction function to deliver RSG vision and mission. 
• Ensure that the strategy is translated into operational business plans for the Construction function and monitor the performance and execution of those plans in order to achieve functional objectives and deliver the company’s strategy. Leadership 
• Direct the activities of the construction team to ensure that all work is carried out efficiently, in line with the strategic project management plans, policies and procedures. 
• Build and lead a motivated, engaged and competent team, by setting priorities and objectives, managing performance, and providing ongoing feedback and coaching to meet the functional challenges and goals. 
• Serve as a role model to ensure employees’ awareness and commitment to RSG vision, mission, values, fundamentals and corporate strategy to establish a highly engaged and motivated human resources, and continuously improve performance. Budget 
• Ensure the implementation of appropriate safe and efficient construction means and methods, planning and sequencing, avoidance of delays, management of the implementation of change process and ensure upward reporting of anticipated costs, areas of unsatisfactory performance, and ensure potential performance improvement opportunities are capitalized upon, throughout the construction process. People Management 
• Define the number and qualification of the workforce needed, based on the upcoming construction phase of each dedicated program, to avoid shortage of employees and to ensure on-time delivery. Take a leading role in the identification, selection and recruitment of required CM resources. 
• Establish appropriate areas of responsibility and ensure these are communicated to CMs and others. 
• Ensure appropriate coordination between the Health and Safety, Construction and other teams on-site and lead the development of a collaborative culture for all RSG staff engaged in operations on site. 
• Monitor performance with continuous feedback on their assigned targets and provide development opportunities to maximize potential and engagement of employees through mentoring, coaching and constructive feedback.

Job Responsibilities - Functional

Construction Planning 
• Support in the development of construction related RFPs (Request for Proposals) contract and tender documents and metrics, as requested by the ED Construction. 
• Develop with the contractor their various Construction Management Plans for the safe, successful and coordinated delivery of the works. Direct the mechanisms for monitoring progress against that plan and ensure that corrective action is agreed and implemented at the appropriate level where variations from plan occur. 
• Arrange, lead and direct meetings concerning all aspects related to construction, including logistics planning, interface management, Health, Safety and Environmental issues. Maintain constant awareness to ensure approved requirements regarding site condition, assign tasks to construction managers, monitor the work to ensure design implementation, give recommendations concerning the construction works and discuss site issues with contractors and ensure compliance with Contract documents and other project requirements. 
• Assist in Project and Construction Managers meetings, give recommendations, discuss site issues and generate solutions, communicate needs and recommendations, propose and discuss work schedule for upcoming weeks to ensure work efficiency on-site and on-time delivery. 
• Provide Constructability and Materiality advice to the Design Management team during the Design phase of the project to ensure all aspects of safety, environmental, time, quality and logistical management are adequately considered and addressed. Construction Execution 
• Direct the construction phase from the initial planning stage, through to completion and handover of the completed works to ensure that all aspects and phases of the projects comply with the contractual and overall project requirements. 
• Ensure day-to-day operations on-site and provide advice and leadership during execution to ensure the effective supervision, monitoring and control quality of the work being undertaken in order to ensure full compliance with all relevant standards, policies, and procedures. 
• Oversee the execution of site inspections and recording of comments on issues and follow-ups, provide guidance and recommendation for Senior Construction Manager to ensure that work is executed in line with approved specifications, the project is progressing according to schedule and the appropriate resources are allocated in line with the contractual agreement. 
• Direct meetings with contractors to discuss and agree on work execution, material specs, equipment, installation, and testing, to ensure high-end finishing that complies with RSG metrics. 
• Identify and manage the project risks presented by the contractors and consultants or due to the quality of materials, untimely sourcing, delivery and cost of items procured etc. to institute risk avoidance, risk mitigation or risk-sharing measures.

Policies, Systems, Processes, Procedures, Standards and Reports
• Follow all relevant functional policies, processes, standard operating procedures and instructions to ensure that work is carried out in a controlled and consistent manner.
• Assist in the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies and standards.

Safety, Quality and Environment
• Apply safety, quality and environmental management policies, procedures and controls to ensure employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.

Continuous Improvement
• Contribute to the identification of opportunities for continuous improvement of the department's systems, processes and practices considering ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.

Job Requirements - Qualification & Experience

• Bachelor's degree in Civil Engineering, Construction Management, Architecture, or a related field.
• Minimum of  25 years of experience in project management, with a focus on hospitality or major buildings projects.
• Must have overseen a major project from start to finish and handover.
• Proven track record of successfully delivering complex construction projects on time, within budget, and to quality standards.
• Experience working with top-tier contracting companies or global consulting firms is preferred.
• Strong leadership, communication, negotiation, problem-solving, and decision-making skills.
• Familiarity with project management software and tools.
• PMP certification or similar credentials are a plus.

This role is site-based and located in Umluj, KSA (Kingdom of Saudi Arabia).
