Job Description
Job Purpose:
Work within an integrated procurement team across multiple projects with a view to the management and mitigation of financial risk in dealing with service providers.
Lead a team of Sr. Procurement managers in preparing and managing Contract appointments, from inception stage to completion and contract close out.
Job Responsibilities
- Support the Procurement Director in the negotiation of procurement aspects of tenders with an emphasis on maximizing opportunity and limiting risk.
- Delegate duties and effectively manage a team of Procurement Managers, ensuring agreed deliverable deadlines are achieved.
- Management of key stakeholder contracts/accounts requiring day to day liaison with senior management within the organization.
- Implementation of procurement and cost control activities in line with established policies and procedures.
- Coordinate with Department Heads to understand their requirement for services and determine appropriate delivery methodology, contracting/tendering & evaluation processes.
- Initiate procurement processes; ensure that the requesting departments are continuously involved and informed during the various stages of the procurement process.
- Development, monitoring and updating of cost databases for benchmarking purposes.
- Manage the procurement activities throughout the entire project life cycle from inception to completion, including budget management, claims, variation etc.
- Provide clarification to Department Heads on contract terms and conditions and matters of contractual dispute.
- Ensure service provider compliance with submission requirements during preselection and finalization processes of the contracts.
- Provide leadership in developing, recommending, negotiating and administration of contracts.
- Follow all relevant functional policies, processes, standard operating procedures, and instructions to ensure that work is carried out in a controlled and consistent manner.

Position Requirements
Qualification and Experience
- Bachelor's degree in Quantity Surveying, Civil Engineering, or related field.
- Minimum (18) years post graduate experience, a minimum (8) years of which should be in a similar leading commercial function.
- Experience of working within a large real estate development company.
- Mega construction project experience in UAE / KSA is strongly preferred.
Skills
- Accomplished team player with good negotiation, commercial and organizational skills.
- Detailed knowledge of the KSA construction market.
- Ability to plan workload in a structured manner and priorities actions / project requirements.
- To be able to communicate both orally and in writing in English.
- Knowledge of construction contracts, subcontracts, service agreements their interpretation and application.
- An active personality able to work as a key member of the project delivery team.
- Computer literate with particularly emphasis on databases and spreadsheets with the ability to compile data and prepare reports.
- Ability to work to tight deadlines with minimum supervision to ensure the timely ordering of goods and services.
- Ability to identify, consider and propose alternative materials/solutions and assess cost effectiveness.
- Ability to communicate with the supply market at all levels.
